The Government Modernisation Environment
Every year many millions of euros are spent on national
and international projects and programs to enhance the management, governance,
capacity and effectiveness of public administrations both in developed
and developing countries. These efforts involve management reform, technology,
legislation, skills transfer and professional development in these public
sectors. The public sector in any country is a unique environment that
cannot be fully understood by many private sector consultants who have
little hands-on experience with public administration, it’s organizational
and party politics, influences, competing and sometimes conflicting
policies, and its motivators and drivers of change.
IGS has been created in recognition that reform projects
within public administration, whether in developing or developed countries,
often seek to change this environment while simultaneously needing to
work within it and its complex hierarchies. Accordingly, IGS has developed
planning approaches that provide administrations with an overview of
the key issues involved and their inter-relationships, and, integrated,
phased implementation strategies that are within the resource and environmental
constraints that may be present.
